Dear Sir,
 
            We are shocked to learn that you are deciding to hold 4 conventions of Chairman’s Club Member for M.Y. 2013-2014 instead of 3 conventions earlier. You are also deciding to continue old practice of holding conventions in the home zone which was changed last year in M.Y. 2012-2013 that agents of one zone have gone to other zone, which had resulted in the good attendance after a decade.

           Holding convention in the home zone was agreed by us only for a year when mediclaim for club members was introduced, but LIC continued to do the same till last year. This has affected the growth of club members considerably.

            Besides, the option for deciding the attendance for attending club convention or opting for Training or availing LTC is asked in advance. In absence of place of convention and its date, how it is possible for agents to decide whether he should attend the convention or opt for other benefits. We have been objecting for several years that this practice was wrong because he is always unaware about the date and venue to enable him to take appropriate decision.

            Splitting the convention into 4 and also in the home zone will further not only retard the prospect of developing professional agency force in the country, but it will also definitely damage the attendance and regionalism will be encouraged by such decision.

            During the Consultative Forum Meeting on 26-07-2014 we were not apprised of your thinking to divide the Club Convention into 4. We were kept in dark. You are doing this suddenly and silently making as a fait accompli without any norm of democratic practice in your action. It appears you want to divide the Chairman’s Club Members and thereby destroying the harmony built between agents and management.
 
 
            Every year LIC sends its officers to foreign countries to attend various seminars and this year MDRT meet has been held at Canada at LIC expenses. They must have felt that how the thousands of agents from all parts of the world including India meet together and learn from each others’ experience. We thought after their return they will submit the report about what they experience in such a mega meet and impress upon the corporation to arrange the convention in the manner it is arranged there. Unfortunately their experience in the MDRT meet is, not implemented in our convention.

            We hope you will consider our view point and drop the idea of splitting the CM club convention into 4 and also in the home zone and continue the decision taken for the M.Y. 2012-2013, which will not only bring us nearer, but make us more committed.

After 6  & 1/2 months gap LIC could release the cited Plan. Though this plan caters to the needs of low-income group people, the returns are not assured. This plan is eligible for only Loyalty Addition that too after completion of fifth policy year.  It is unfortunate that bonus is not announced.
 
We feel that the management is reducing commission to Agent slowly and gradually. The Agents’ commission is reduced in half of the policies introduced from 1 January 2014.  Austerity measures effected in case of Agents only by making them scapegoats.   Though IRDA was kind to declare good commission rates for Agents, instead of implementing them the Management is curtailing commission rates.  
 
Our Agents are not at all happy at the meager or nil returns to policyholders and less commission to Agents.  We request you not to bulldoze Plans without good returns to policyholders and good commission rates to Agents. Though LIC failed to bring in no of Plans by 1 January 2014, we are trying our best to keep the LIC Flag high. Unless the policyholder and the Agent are satisfied, any plan cannot be successful.

Hon’ble Sir,

Re. :- Varishtha Pension Yojna

We have come across an advertisement issued by the LIC announcing the
prelaunch of Varishtha Pension Yojna for the period 15th Aug. 2014 to 14th Aug. 2015,
which in the new package announces 9% effective yield per annum for monthly pension
(which is equivalent to 9.38 per annum)
While we are happy that the government is committed to the welfare of the senior
citizens of the country, I recall that even the earlier similar scheme which was launched
in the Mumbai in Jan. 2003 in the presence of Shri. Atal Bihari Vajpayee, former Prime
Minister of India though physically at Delhi with great fanfare it was hailed as a great
breakthrough in terms of benefits and interest in comparing better then the prevalent
bank rate. I am constraint to compare the above scheme with the present Varishtha
Bima Yojna and find that the new scheme is certainly very backward step in terms of
benefits and yield to senior citizens.
The needs of senior citizens and pensioner are a far wider concept today
particularly in view of the emerging trends in pensioner products since there are vastly
changed positive announcements being regularly made by the present government. As
far as LIC is concern there level of servicing is far better than the similar products being
sold by private insurers. Even the services given by bank cannot be compare with our
servicing. In order to make it attractive the returns should be a minimum of 9.8 to 10 %.
Unless it is done immediately pensioners will not invest their hard earned money.
Besides, No advertisement should be published for this products wasting the public
money they should instead, trained agents which will be more beneficial involving lesser
cost. Similarly there should no hassle at the time of policyholders getting money either
by redemption or exit at present withdrawal is not smooth in LIC of India.
Even a cursory look at the advertisement release by LIC does not give a very
positive picture about assured return or the payment period or at the time of demise of
pensioner when nominee faces all sorts of difficulties. Though it is claimed that this is
government scheme is greatly subsidized with the LIC is the exclusive administrative
but it is likely to flop if view points of agents are not heard and responded immediately.

ICC Meet with Agent Representatives(LIAFI) on 25-07-2014

We recall our meeting with you on 25-07-2014. The following are the points we discussed with you and you informed us:    

 

  1. That 4-5 Plans would be available within 2-3 months. These include Children Plan, Plan to suit Rural India and Higher Age at Entry Plans.   
  2. That restoration of term of revival of policies to five years is pending with IRDA and it will be pursued.
  3. That NB Rules would be applicable for revival of policies up to Rs. 10 lakhs.
  4. That  a decision would be taken for removal of Escalation Clause
  5. That reduction in minimum net number of lives for continuation of Club Membership is under active consideration.
  6. That, specific cases of anomalies in roaster preparation may be brought to your notice.
  7. That payment of office allowance for husband & wife club members will be examined by case to case.
  8. That computer allowance for ZM and DM Club Members will be considered.
  9. That ID card will be provided for CM and ZM Club Members.
  10. That printing of commission bills may be extended but will be removed.
  11. That annual status report of Samvardhan Pension Scheme and Group insurance will be given for Income Tax purpose.
  12. That collection of advance premium as per IRDA Circular will be implemented.
  13. That inclusion of Service Tax in renewal notices and SSS policies will be taken care of immediately.
  14. That enhancement of gratuity to Rs. 3 lakhs is pending with GOI.
  15. That the Second Housing Loan will be given and the procedure will be initiated shortly.
  16. That extension of   age for General Group Insurance coverage will be examined.
  17. That increase of Rs. 10 lakh Group Insurance coverage for Club Member Agent with 10 year Service will be examined.
  18. That amendment to Agents’ Regulation-1972 is sent to GOI.     
  19. That the points pertaining to CLIAs will be strongly recommended to ED (CLIA).
  20.    That the necessity of empowering of Empowered Agents is well taken

You are aware that our beloved LIFE INSURANCE AGENTS’ FEDERATION OF INDIA is established on 2nd October 1964 and completing 50 Years on 02-10-2014. The Central Secretariate in its meeting held on 30-07-2014 under the Chairmanship of Shri. H.M. Jain, decided the following:


  1. To conduct yearlong celebrations from 2nd October ’14 to 2nd October’15 as “Golden Jubilee Year”.
  2. To conduct Divisional level Agents’ Meeting on 02-10-2014 positively, in all Divisions. Divisional Councils Ex-leaders who worked sincerely to develop the organization should be honoured in this meeting. This should be a one day meeting wherein local Member of Parliament shall be the Chief Guest.
  3. To form Branch Associations in all the 2048 Branches during this Golden Jubilee Year.
  4. To perform Agency Profession Protection Day (APP DAY) on 24-01-2015 in a befitting manner. Branch level Agents’ meeting shall be held wherein the ex.-leaders of Branch Association shall be honoured. Yeoman service of late Shamsher Ali and services of other late leaders like Dev Mudbudri, A.K. Purkayshtha and other leaders shall be remembered.
  5. To honour LIAFI and Zonal leaders in the ensuing 15th General Council.   
     
    In addition to the above decisions, I invite suggestions for making the Golden Jubilee Year a cherished and memorable one.  Please actively implement above programs.
